(Please define the term “compartment” used in the DGR)

DGR State Variations JPG-11 and USG-13 refer to restriction of loading into a cargo “compartment” while DGR 9.3.12 refers to loading limitation to an inaccessible “hold”. IATA AHM (Airport Handling Manual) defines “hold” as “a space confined by ceiling, floor, walls, and bulkhead used for carrying load”, whilst “compartment” is defined as “space designated within a hold”. The use of the terms “hold” and “compartment” in the DGR appear to be inconsistent and require distinct clarification. I had already pointed out this inconsistency to IATA who responds that IATA is following the ICAO language where “hold” and “compartment” are identically the same. All terms “compartment” used in the DGR is meant to be same as the AHM’s “hold”. In addition, the term “hold” used in DGR 9.3.12 is meant the same as AHM’s hold. To avoid any misunderstanding, IATA will stop using the term “hold” from the 60th Edition DGR, and only use the term “compartment” in the same meaning as “hold”. There will be a definition added in Appendix A which will read: “For the purpose of the DGR, a compartment is a space confined by ceiling, floor, walls, and bulkhead used to carrying load”. The definition in the IATA AHM will not apply to the DGR.
