(Question on how to indicate “All packed in one” for some isolated APIO cases.)
Q.
Kindly teach us whether indication of “All packed in one” on the DGD is needed for the following example shipments.
1) When packing UN 1263 Paint PG III in different inner packagings of different quantity into one single outer packaging.

2) When packing UN 1263 Paint PG III and Hardener (UN 1263 Paint related material PG III in one single outer packaging.
When reading the phrase “when two or more different items of dangerous goods are packed in the same outer packaging” I was puzzled whether this means same UN number will be exempted or not. Please give us guidance. (31 May 18)

Let’s consider various cases.

Case #1 - Paint in inner packaging of different material and in different quantities are to be packed in one single outer packaging:
UN 1263 Paint PG III 10 L in metal inner packaging and UN 1263 Paint PG III 5 L in plastic inner packaging are to be packed in one single outer packaging. The total quantity is 15 L which do not exceed the quantity limits indicated in the blue pages. They are thus eligible for APIO. The DGD is made as “all packed in one”. The third bullet point of DGR 5.0.2.11 (h) can apply, and provided there are no other dangerous goods in the APIO, Q value need not be calculated and thus Q value indication is not needed.

Case #2 - When placing Paint of differing PG into one single outer packaging:
When UN 1263 Paint PG II and UN 1263 Paint PG III are packed in one single outer packaging, even though the UN number may be the same, since the PG is different, these are considered two different dangerous goods. The DGD must carry both items, and “all packed in one” must be indicated. Since the PG is different, the third bullet point of 5.0.2.11 (h) would not apply, therefore Q calculation and Q value indication is required.

Case #3 - When different PSN items with the same UN number are packed in one single outer packaging.
UN 1263 Paint PG III and UN 1263 Paint related material PG III are packed in one outer packaging. Even if the UN number and PG are the same, since the PSN is different, these two items are considered as different dangerous goods. Both entries must be shown on the DGD and “All packed in one” must be indicated. As written in the third bullet point of 5.0.2.11 (h), provided there are no other dangerous goods in the APIO, and the total quantity of the two items do not exceed the maximum limits shown in the blue pages, calculation as well as the entry of Q value is not needed.
