(Page numbers on DGD of Consolidated Shipments)
Q.
When there are multiple DGDs against a consolidated shipment, do you write Page 1 of ?c Pages, Page 2 of ?cPages, according to the Master AWB? One consolidated shipment has several House AWBs and there are several DG shipments. Should the page numbers on these DGDs be numbered in sequence per Master AWB unit or should they all be Page 1 of 1 Pages for each individual House AWBs?  (28 Feb 10)
A.
DGDs are not to be prepared by the consolidator. The DGD is a document which must be prepared by the true shipper of the merchandise, i.e., the house AWB shipper. In actual life, house shippers May sign blank DGD forms and supply the signed blank forms to the forwarder who completes the DGD as needed. This May be practiced in actual life, but it is not strictly abiding to the regulation. DGDs are to be prepared by the true shipper at a time when the Master AWB number is not yet issued. The DGD can have the House AWB number as reference if known to the true shipper. Since DGD is made against each House AWB, the pages are counted independently, as Page 1 of 1 pages. If a DGD carries a Master AWB number, it is obvious that such DGDs May have been completed by the cargo agent or the forwarder. It is regrettable that more than 90% of the DGDs in consolidations are prepared by the forwarder using pre-signed blank forms. This indicates that there is an obvious lack of interest and responsibility on the part of the true shippers.
