(Please explain how Special Provision numbers are assigned.)
Q.
In IATA DGR, special provision numbers appear not in order. For instance, with the 2018 Edition, special provision numbers start from A1 through A212 which is in order, but jumps to A302 and again jumps to A801. Kindly explain how these numbers are assigned. Also there is no number shown in brackets behind SP A1 and A2, but with SP A3 there is (223) in brackets shown after SP A3. Kindly explain the reason for this number in brackets.  (28 Feb 18)

SP A1 through A212 are the UN SCoETDG (UN Subcommittee of Experts on the Transport of Dangerous Goods) originated “orthodox” special provision numbers. The letter “A” stands for “air transport” and is only applicable for the “air mode” when there is no number shown in brackets immediately following the “A” number. Where the wording of the special provision is equivalent to that in the UN Model Regulations (published by the SCoETDG) the UN special provision number is shown in brackets immediately following the “air mode” special provision number. Therefore, A1, A2 are unique special provision numbers only applicable to the “air mode” and would not appear in the other non-air transport modes, e.g., IMDG (ocean), ADR (road), RID (rail), and ADN (inland waterway) rule books, whereas, A3 will be found in the Model Regulations and other non-air mode books under a different number as SP 223.

The 300 series SP numbers (A302 through A331) are special provision numbers unique for the air mode initiated by ICAO (not UN SCoETDG) for immediate application mostly covering risks on new technologies, e.g., A302 – means to provide oxygen/air to aquatic animals (ref: Fish Pac supplied by an Australian provider), A324 – symbolic flames, and A331 – lithium batteries.

The 800 series SP numbers (A801 through A805) are special provision numbers initiated by IATA solely applicable for the “air mode”. They are those less important somewhat descriptive remarks which was regarded by ICAO not worth to be given a 300 series number.
