(Can water-repellent spray be permitted as passenger baggage?)

A passenger wishes to carry water-repellent spray as baggage. It is marked as flammable and has a note saying “Keep under 40℃“ (31 Dec 17)
A.
Items containing dangerous goods permitted as passenger baggage are limited to those listed under DGR 2.3 “Dangerous Goods carried by Passenger or Crew”. A water-repellent spray with flammable gas does not fit within those items permitted. Sprays that are permitted as baggage are non-flammable, non-toxic aerosols for sports and home use as indicated in DGR 2.3.5.2 “Aerosols in Division 2.2”. The spray in question cannot be accepted as checked or carry-on baggage. It is recommended that the passenger would purchase it at destination or have it transported as cargo.
