(Are De Minimis Quantities of DGR 2.6.10 “non-dangerous goods” ?)

When shipping dangerous goods with Code E2 shown for Excepted Quantities, as DGR 2.6.10 De Minimis Quantities limiting inner package to less than 1mL and limiting outer package to less than 100mL, they can be exempted from the conditions of the Regulation when shipped as cargo. Does this mean that the substance can be categorized as non-dangerous substance? (31 Dec 17)
A.
They are still dangerous goods. Dangerous goods are dangerous whether the quantity are reduced to Excepted Quantities level or to De Minimis Quantities level. It only allows exemption from some of the rules applicable to the particular dangerous goods, and still remains as dangerous goods.
