Yes, UN3171 Battery powered vehicle must be assigned to bicycles powered by batteries, and PI952 will apply. In addition, SP A21, A67, A87, A94 and A164 must be referred to. As stated at the head of PI952 in the Note, if the vehicle moves only with Lithium battery, it must be assigned to UN3081 or UN3481 as applicable. When shipped as cargo, there is no other special requirement. When carried as baggage, if only lithium batteries are used as source of power, it must be forwarded under DGR 2.3.2.4 Wheel chairs/Mobility aids with Lithium Batteries.
