Effective 01 April 2016, for UN 3480, PI 965 and UN 3090, PI 968, a shipper is not permitted to present for transport more than one (1) package prepared according to Section II in any single consignment. In addition, not more than one (1) package prepared in accordance with Section II of PI 965 and of PI 968 may be placed into an overpack. Futhermore, packages prepared according to Section II of PI 965 and PI 968 must be offered to the operator separately from other cargo and must not be loaded into a ULD before being offered to the operator. Please clarify that only one package is permitted and if you have two packages, you need to make two separate shipments. (29 Feb 16)

Yes, only one package is permitted in one consignment. In case of consolidations, a consignment means one HAWB and not MAWB. If you have two such packages, you need to issue a separate AWB and a separate DGD. The intent is to discourage multiple Section II packages that had so far been loaded in abundance on the aircraft without being shown on the NOTOC.
