The first case with APIO of UN 3090 Lithium metal batteries PI 968 Section IB and Lithium metal batteries Section II cannot be done.

The foot note of Table PI 968-II reads, you must not combine quantities of Columns 2, 3 and 4 in one package. This foot note applies to other mixtures as well. You must not combine Section II with batteries of Section IA or Section IB.

The second case of an APIO of Section IA and Section IB batteries is no problem. Both batteries require a Shipper’s Declaration, and particularly in 2015, the maximum quantity of Section IB will be shown in Net Weight. As long as the Q value is less than 1.0, you may APIO Section IA and Section IB.
