（Why is polymeric beads limited to 100 kg per cargo hold?）

DGR 9.3.13 specifies that regardless of aircraft type, Polymeric Beads is limited to 100 kg for any inaccessible cargo hold. Why is this? (30 Sep 14)

Polymeric Beads contain explosives. The limit is 100 kg for each inaccessible cargo hold on any aircraft. Taking a freighter, the main deck cargo hold will take 100 kg, the lower forward hold another 100 kg, and the AFT HOLD another 100 kg which will be the limit.
