(PI 620 and DGR 6.5.1.1 seems to be contradicting. Please kindly explain.)

The second sentence in PI 620 (packaging instructions for UN 2814/UN 2900 Infectious substances) stipulates that the requirements of DGR 6.5 and DGR 6.5.3.1 must be met. However DGR 6.5.1.1 indicates “there is no objection to the use of packagings having specifications different from those in this Subsection provided that they are equally acceptable to the competent authority ….”. (30 Sep 14)

This is a general allowance for a competent authority to permit the use of other packagings. The key though is that they must still meet the same standards. So a 9m drop test.
