(Is Lithium Batteries for Electric Bicycles permitted as passenger baggage?)

DGR 2.3.3.2 allows Lithium ion batteries exceeding 100Wh but not exceeding 160Wh to be permitted either as checked baggage or as carry-on baggage provided they pass the criteria of UN Manual of Tests an Criteria Part III 38.3, but please clarify whether batteries for electric bicycles are included. (31 Jul 14)

As long as the batteries clear the requirement of DGR 2.3.3.2, it can be transported as checked baggage or as carry-on baggage. The purpose of use is not restricted. The UN Test 38.3 must be of the Third Revised Edition Amendment 1 or later editions and amendments. The third revised edition alone is no longer valid.
