（A question on Lithium batteries contained in equipment sent by POST.）

DGR 2.4.2 (d) and (c) approves Lithium batteries contained in equipment to be transported by POST provided the designated postal operator of the said country have received specific approval from the civil aviation authority of that country as stipulated in DGR 2.4.4. JAPAN POST have obtained JCAB approval effective 1 Jan. 2013, however, for example, Malaysian Post have not yet acquired the similar approval from the Malaysian CAB. Can Equipment containing Lithium Batteries be sent by POST from Japan to Malaysia? (30 Jun 14)

DGR 2.4.4 addresses the condition applicable to the State of Origin. As long as the designated postal operator of the State of Origin have secured approval from the civil aviation authority of the State of Origin, you can dispatch Equipment containing Lithium Batteries even to a destination country not yet approved to dispatch such shipments.
