I have a cylinder to ship. I place the cylinder in an outer packaging for ease in handling and for protection. Do I declare the outer packaging as an overpack?  (28 Feb 14)

You will declare the outer packaging as an “overpack”. The cylinder itself is an U.N. packaging (or the cylinder is certified by the local government as airworthy). The outer packaging for ease in handling and/or for protection is an “overpack”.
