In item d) of the General Requirements of all of the Packing Instructions pertaining to lithium batteries, waste batteries and/or batteries for recycling or disposal are forbidden for air transport unless approved by the national authority of the State of Origin and the State of the operator. Please elaborate from which office should we get the approvals. Please also guide us on the procedure of securing the approvals.  (31 Aug 13)

The national authority mentioned in item d) of the General Requirements of all the Packing Instructions (PI 965 through PI 970), is the government offices of the State of Origin and the State of the operator. In case of Japan, it is the Civil Aeronautics Bureau of the Ministry of Infrastructure, Land, Transport and Tourism, and in the case of United States, it is the Department of Transportation (US DoT). You must not ignore to get the prior consent of the airline, as the airline has the final word and is up to the discretion of the operator as stated in DGR 1.2.5.2. Before seeking governmental approvals, it is advisable to secure the consent of the airline. Please contact the government offices for procedural details of application.
