A.
The original intent of Special Provision A1 is to allow a substance which is forbidden on Passenger aircraft to be permitted to be carried on a Passenger aircraft by securing written approval from the appropriate authority of the State of Origin and eventually the agreement from the airline.

The information added in the Note says, if the ?ghand symbol?h is shown in the left Mar in of the blue page, you May ship the substance on CAO with approval of the Authority and agreement of the airline. In this case, A1 will no longer apply to carriage by passenger aircraft.

As examples, both UN1950 Aerosol, flammable (engine starting fluid) and UN1950 Aerosol, non-flammable (tear gas devices) are Forbidden for Passenger Aircraft, but permissible for CAO, however, both have the ?ghand symbol?h in the Mar in. This means CAO application is not automatic but must secure advance State approval and final consent of the airline.

The A1 provision no longer apply to passenger aircraft.
