（Can packages of PI 965 Section II be overpacked with other PI 965 Section II?）

PI 965 Table 965-II and PI 968 Table 968-II state each package must not contain more than 8 cells or more than 2 batteries. The shipper is asking whether they can put multiple Section II packages in one ovrpack? Is this permissible? (31 Jan 13)
A.
As spelled out in Section II of PI 965 and PI 968, cells/batteries of Section II can be overpacked with other dangerous goods or with non-dangerous goods as long as they do not react dangerously with each other. However shippers should be discouraged to overpack Section II with Section I, IA or IB as the latter requires different handling such as the need for an acceptance check and entry onto the NOTOC.
