(Please explain what is “lithium batteries packed with equipment”.)

I understood “packed with equipment” as being the equipment and the batteries are packed together in the inner packaging, however, some people are saying it means the equipment and batteries are packed in one overpack. Kindly explain. (31 Jan 13)
A.
Let’s take an example. Here is a camcorder. The camcorder is packed in a small box (inner packaging), and the batteries are packed in a separate small box (another inner packaging). These two small boxes (inner packagings) are thence packed in one outer packaging (PI 966 or PI 969). This is the definition of “packed with equipment”. You may overpack as many outer packagings as needed. Furthermore, you may include other dangerous goods or non-dangerous goods into this overpack as long as they do not react dangerously with each other.
