(Can an airline accept an IBC containing non-dangerous goods?)

The regulation states IBC(Intermediate Bulk Container) may only be used to contain UN 3077 Environmentally hazardous substance, solid, n.o.s. Is it permissible to pack non-dangerous goods in an IBC? Can the airline carry it? (31 Dec 12)
A.
Yes, of course. Please consider the IBC as one of a shipper owned ULD. Only UN 3077 is permitted to be contained in an IBC for dangerous goods, but if the substance is not dangerous there is no restriction except for observing the weight and volume limitation. Apply cargo rates including the weight of the IBC, and load the IBC on an airline airworthy pallet and restrain the pallet to the aircraft restraining system. The base of the IBC is not compatible with the aircraft restraining system.
