According to PI 200, cylinders with a capacity less than 1L must be packaged in outer packaging constructed of suitable material of adequate strength and design in relation to the packaging capacity and its intended use. Is this an overpack? How should we make the Declaration? As an overpack, or as an outer packaging? (30 Nov 12)

Cylinders are UN packaging, or in some cases, certified by the competent authority of the origin country. An outer packaging used for protection is an Overpack. It should be prepared as an Overpack and declared as an Overpack.
