Please be guided that UN 1415 Lithium is ?gLithium?h by itself. If there is such a shipment, it will be identified as Div. 4.3, PG I, E0 therefore not permitted as Excepted Quantity, LTQ QTY forbidden, Passenger aircraft forbidden, and permissible on CAO with PI 412 maximum quantity per package 15kg. If you want to ship on a passenger aircraft, you need to secure airline consent and thence apply to the authority of the State of Origin for AI approval. Upon receiving their written approval, you need to pack according to the approval, enter AI in the authorization column of the DGD and submit the shipment with a copy of the A1 approval document.

The reason why the airline consent is needed prior to applying for an A1 approval with the authorities is that the airlines have the final say as spelled out in DGR 2.6.4.1. Many passenger carriers refrain from accepting shipments under A1, A2 and A109 approvals as they are more concerned not to jeopardize passenger safety.
