A certain regulatory requirement is not spelled out in the State Variations of the IATA DGR. Do we have an obligation to abide with such regulation? (31 Jul 12)
A.
No doubt, the answer is YES. The IATA DGR is the lowest ranking of the regulations. Regulations of the local government takes precedence over IATA DGR. The highest ranking document is the international convention. Whether the local government regulation is shown in the State Variation of the IATA DGR or not, if you intend to ship to, from or through a given country, you must abide with the regulations of that country.
