The Note immediately following DGR 8.1.6.9.2 (c) appears to dictate the use of kg and L. Why can?ft a shipper use grams or milliliters (mL) (31 May 10)
A.
Of course, it is okay to use any denomination of the metric system. For solids, you can use milligram, gram, kilogram or even tonne for 1,000 kg. For liquids, you can use mL (millilitre), dL Dec litre), L (litre), as well as kL (kilolitre).

In the United States, the ?gyard-pound?h system is still publicly used, so liquids are in pints, quarts and gallons. Solids are measured in ounces, pounds and tons. These are all acceptable.
