As it says in DGR 5.0.1.5.3 (b), all packages inside the overpack must have clear visibility and easy access, it is mandatory that all packages inside must be identifiable. This means that all the labels, all the Mar ings, all the UN specification package Mar ings must be clearly visible and that all packages are easily accessible.

Therefore, a simple belt or rope-tied overpack or overpack using crates are such that one can see everything from the outside and there is ease in accessing the packages inside. Shrink wrapped overpacks are those that the labels and Mar ings on the packages inside are not clearly visible and the packages inside are not easily accessible.
