The instruction of not abbreviating does not refer to abbreviating the name of the state or the name of the country. It is meant for the name of the company that it should be written all the way to Co., Ltd. or Inc. The address must not be simply Tokyo, Japan but the Street Name, House Number, Name of the Building, indication of the floor, and room number are needed.

Name of countries, such as California, United States of America can be abbreviated as Ca, USA, Korea as ROK, and People?fs Republic of China can be shown as PRC. The musts are Street name, house number, name of building, what floor, and the room number. Please note that P.O. Box number is not acknowledged as an address.
