A passenger wants to carry some chemicals (liquid or powder form) with MSDS and non-hazardous certificate. Is such allowed as checked baggage? (31 Jul 11)
A.
No, chemicals are not baggage.

A baggage is defined to be articles, effects and other personal property of a passenger as are necessary or appropriate for wear, use, comfort or convenience in connection with his/her trip. Items listed in 2.3.2 to 2.3.5 are some of the dangerous goods that can be carried as baggage with or without operator approval. If the dangerous goods are not mentioned in DGR 2.3.2 through 2.3.5, they must not be permitted.
