(Interpretation of “a person responsible” for PI 650 Special Requirements.)
Q.
When shipping UN3373 Biological substance, Category B, we use PI 650.
In PI 650, it says in item (b) under Special Requirements, “(b) the name and telephone number of a person responsible must be provided on the air waybill or on the package.”

There are differing interpretation of this “person responsible”.
Some interprets that it is clearly pointing for an individual therefore the information cannot be a firm’s name but a name of an individual and his/her phone number. Others say since a phone number is to be released, therefore it can be said that correct access to an individual is maintained. Kindly advise what is the correct interpretation. (31 Mar 23)

Since we are handling dangerous goods,it is best not to be misguided by assumptions. We ought to be very strict with the interpretation of rules. As it clearly states in item (b) of the Special requirements, the name of a person responsible (individual) and his/her telephone number must be given. To properly identify that responsible person in a state of emergency, it will be of great help if the name of the company where he/she belongs, his/her job title or department/section name and phone number would be provided. In a state of emergency with dangerous goods, it is of utmost importance to be able to get in touch with the responsible person within the shortest time.
