An “APIO” of Lithium ion batteries (PI 966, 967) and Lithium metal batteries (PI 969, 970) both of Section I is permissible as the packing conditions are identical. If both are of Section II, it is also permissible as the packing conditions are the same. Thence how about Lithium ion batteries in Section I and Lithium metal batteries in Section Ii, or the vice versa? There is a school of thought that since the requirement for a Section I packaging is more stringent than of Section II, APIO of differing Sections is permissible. Kindly advise. (30 Nov 22)

APIO of Lithium ion batteries (PI 966, 967) and Lithium metal batteries (PI 969, 970) are possible between the same Section, i.e., Section I or Section II.

However, if the APIO is between differing Sections, i.e., Section I and Section II, the packaging conditions are different. The packing requirements for Section I is more stringent than Section II therefore you are obligated to use a package that satisfies the requirements of Section I . This will reduce the need for APIO. It is far more simple to combine it into one Section I shipment.
