（Why is the density threshold set at 1,2?）

In DGR 6.0.4.2 (d), for single packagings intended to contain liquids, a number indicating the relative density must be shown, however it may be omitted when the relative density does not exceed 1,2. Why is the relative density threshold set at 1.2? (30 Nov 19)

I do not know. Density 1.2 may have been chosen as being the next higher density than Density 1.0.
