(Please guide us how to make the Declaration for an empty but uncleaned cylinder.)

We wish to ship an empty but uncleaned cylinder. It had contained UN 1984 Trifluoromethane Div. 2.2. There is no gas inside but the cylinder is not cleaned. Can this be shipped as general cargo? (31 Dec 17)
A.
As stipulated in DGR 7.1.4.5.1 and 7.2.3.11.1, markings and labels indicating presence of dangerous goods must not be removed from uncleaned empty cylinders which had contained dangerous goods. If the cylinder is uncleaned, it has to be declared under the same description of the last contained dangerous goods. The Declaration covering the empty cylinder must show “UN 1894 Trifluoromethane Div. 2.2” as commodity and enter “Empty uncleaned” as quantity.
