(Can Recurrent training be taken any time even before the 3-month advance period?)

A certain training institute states that recurrent training can only be taken during the 3-month advance period. Should an individual wish to take training before the 3-month advance period, he/she will have to take an initial course. Is this correct?  (31 Oct 14)
A.
No, a recurrent course may be taken any time during the validity of the current certificate, whether during or prior to the 3-month advance period. He/she need not take an initial course. Needless to say, the category must be identical. A person having a Category 3 certificate cannot take a Category 6 recurrent training. If the Recurrent course is taken during the 3-monh advance period, the new expiry date will be 2 years from the current expiry date. If the recurrent course is taken prior to the 3-month advance period, he/she will lose this privilege and the new expiry date will be 2 years from the month of the recurrent course.
