Japan CAB has a rule with ammunition permitted in passenger checked baggage (per DGR 2.3.2.1) that they must be packed in a strong box that can be locked. Does this apply to international flights? (30 Sep 12)
A.
No, it does not apply to international flights of non-Japanese airlines. The Japanese Aviation Code supplements ICAO Technical Instructions and requires the box to be lockable however the Japanese government has not filed a State Variation to this effect. The rule therefore remains applicable to domestic air carriage, and to all Japanese flag airlines whether on domestic or international flights.
